You might just want to press and hold the power button for 30 seconds. Then uplug the battery for a minute then put it back in then press and hold the power button until it turns on. Thank you.

this could be a couple of things wrong with the phone.

You can adjust the settings and preferences by opening Voice Commands menu. Using this menu, you can change to off,
or go to Menu > Settings > Accessibility and turn off all forms of Readout. Once this settings is updated, power off phone for 1 minute and test. press the helpful button

i have just started having the same problem with my samsung sgh-429, have you found a way to bypass the problem? it would be a huge relief to get the info off the phone before upgrading.
