You could replace the whole steam valve wand but you don't need to.
The rubber grommet inside the steam valve is worn out and the tap wont close properly - that is why the steam is coming out.
You will find these parts with a commercial rancilio supplier.
If the model is KES100 and coffee and steam are both at normal temperature then the problem is one of the following
1) The needle has come loose on the shaft. Solution; turn machine on and press needle back onto shaft in the usual position for full heat when the machine is on full heat.
2) The gas/liquid has escaped from the copper tubing to the gauge. Solution; fit a new gauge assembly.
There is not a repair manual for the silvia, the most that can go wrong is the 3 resettable thermostat on the top of the boiler, remove the 4 screws on top of the machine for access. Unless you run the boiler dry. Then if the thermostats did not kick off in time then you will need a new boiler. You will notice a discoloration in the water out of the group or the steam valve.

Without being in front of it, there are a couple of things to check.
1. There is a reset button on top of the boiler. It is a black top with a red button in the center between 2 wires.
2. The water tank needs to be emptied and then refilled.That is the first things I would check.
Sounds like the pressure stat needs to be replaced, as for the coffee buttons it could be the screen in the head are clogged or the solenoid is damaged or dirty or the metering jet filter is clogged. You can download a manual from Nuovadistributionusa.
The vent valve is stuck in the open position, leave the steam wand open, while the machine is heating until you hear it hissing, then close steam wand and machine should heat up properly. Replace the vent valve as soon as possible.
Does water flow without the portafilter in place, if yes then check grind, if no then remove screw,filter and diffuser and press brew button, if water flows clean filter, if no water then the micro jet in the group head is blocked or the solenoid is clogged.
Sounds like your Rancilio needs a service, this problem could be caused by the boiler not working correctly, possibly a leak from the boiler or a valve malfunction causing a drop in pressure.
