SOURCE: Dell OptiPlex GX620 starts up then shuts down repeatedly
There are 2 probable causes for this. What is the power rating on your power supply? Less than 400W is going to have a hard time running newer boards and a SATA drive.
Also, how many cooling fans do you have? hopefully you have at least 1 case fan and 1 cpu cooler fan. If you don't have adequate cooling then your system will shut itself down when the cpu gets too hot. I've seen this a lot when someone builds a system with no case fan, and it usually gets about 30-50% into loading windows before the system powers itself down.

You may have either a memory chip gone bad or the CPU overheating. Withot seeing it and testing it's hard to tell you which. But one thing you can try is if you have 2 RAM installed, try to remove 1 and see if the problem continues. If so, change them and put the one you removed back and remove the other. if it continues then you may have an overheating problem.
Otherwise, you can try a SCANDISK and DEFRAG to clean up the hard drive and data.

Amber led simplifies a start-up-error. This could be a number of things.
For example:
Check if HDD is connected properly
Check if RAM is connected properly / also if this is damaged your pc wont start.
Check your m/board for any loose capacitors an if they are not popped at the top.
Your LCD screen is properly plugged in to the m/board and if the cables aren't damaged they are very thin and fragile.
also could be the power supply...

hummm......did u replaced ur RAM with a standby..??
assuming that u must b a professional as ur disassembling ur pc without any supervision, which may b fatal..!!
and u r using above 512mb/400fsb of ram n of reputed maker (eg Hynix)..
however, proceed with following steps:..
check all the output signal frm the smps..eg. 'pg(violet +5v)', 'sb(if present, grey +5v)' n +3.3(orange) signals r fine..
hv a glance at ur main/mother board for faulty capacitors (esp. above 1000mfd)..the cmos battery above +3v..
if all the above hv been tested by u, see if ur hdd is making any noise (like 'tuk tuk' or 'kirr kirr' or 'sunn')..
replace the ram(s) with standby..
hope it'll solve ur problem..
always better to consult system admin/vendor supervision....
