Since you have replaced the battery and the ac adapter then there's a problem with your computer's motherboard. Get it serviced by a technician if he says that you need to replace the motherboard then you better buy a new laptop. Motherboards are expensive.

Sounds like you need a new battery. It's not just a battery in a case, it also has a small circuit board inside to control the charging etc, if that's faulty it won't charge, or if it has dead cells in it won't charge.
