Most shop vacs have two filters, a solid filter that goes on first that you can use for wet applications only, also a paper filter that goes over the solid filter that you use with dry applications like dry leaves and fir needles.

I think actually when vacuuming wet items, you are supposed to remove the filters. Should be a plastic ball that stops items from going into the engine.

The drains in the gutters under the hood are clogged. Straighten out a wire coat hanker and push it down to break up the clog. Road dirt, dust, traction material & leaves & pine needles will form a plug very fast.

Emptying the water from the Shop Vac 925-13 Canister Wet/Dry Vacuum

Stand in front of the vaccuum with the lable facing you, the 2 release levers are on the left and right sides, attached to the motor housing, which sits atop the tank/canister. Pull out and up on the levers, twist counter-clockwise, lift straight up and the motor housing will follow, leaving the tank/canister on the floor.
