Try to restart the computer first. Without the device connected, go to Control Panel > Add Remove Programs then Uninstall the Software. Reboot the computer again. Now install the software of the device first, when it tells you to plug the tungsten, please do so. It should sync now. Finish the setup then restart the computer again.
Ensure that when you reinstall the drivers you start reinstalling with phone USB not connected to computer. That is a cause for error 1316.
Try also a replacement usb cable if you have on sometimes a bad cable can give you the error.
Note:
If you connected Palm USB before installing sotware, you will need to remove previous palm software from the computer.
Download the microsoft software
its called cleanup utility here : http://support.microsoft.com/kb/290301..
Do a complete backup of your files and run the utility.
It will completely remove old palm desktop
Then you install palm software again.
You can do same thing using system restore to a date before connecting the palm, if the procedure does not work.

Question: Tungsten e2 will not sync with computer. Tries to reinstall. I downloaded newest operating software and it won't load. Get error 1316. Tried to remove what is left of old palm software on the computer and it won't let me do that. HELP!

Comment: I tried to "uninstall" the palm program but I get the same error message(1316) as when I tried to install the new program without first "uninstalling".
I will try this process. It makes good sense.
