It isn't your Internet it's Vista. But there is some things you can do to help that bloated POS OS operate better.

1) In control panel go into the system and select the advanced tab. Under performance set it to optimize for performance. It'll take away all the bling and return those resources to your applications.
2) Use Chrome, Opera, Firefox, or any other browser then IE. Microsoft has openly stated that they are not designing for speed but appearance. That means slow Internet connections become lethargic on Vista.
3) Get rid of toolbars...Google toolbar, Yahoo toolbar, Weatherbug, AOL Toolbar. They are all just slowing you down.

Complaint to your DSL provider for slow speed. As possible, integrate your RAM and processor. Download with DAP (Download accelerator plus) and install Google Chrome for fast surfing. Install a licensed antivirus or registry booster.

Try using a different browser, IE8 is ridiculously slow onXP . Opera is by far the fastest but if you don't see a clear difference then your DSL connection is really too slow. Phone Qwest and ask for explanations and when they are going to fix that.

DSL downloads are very slow

Your computer is fairly old and you also probably have a slow internet provider. You will either need to contact Juno and see if they have a faster service available or you will need to upgrade your computer. In either case, a computer upgrade would be very helpful.

DsL Problems in my opinion:

DsL is a glorified phone connection its not smooth and is always in a state of flaux along with your neighbors there neighbors so on and so forth
technecoly i would run cable connection that does not flaux with neighbors always have a strong signal and wont interfere with your videos
DsL is slow as 58 bit data fax modem i found it a waist of money and time waiting for system to play catch up
now if you want to play videos with out interupt turn off cable dsl modem this will bring function back to normal in video mode
your comps fine its just your service provider

buy a cabled connection this will have great speed
or you can get an amplified signaler for you dsl from your service provider

Slow Internet

upgraded the latest firmware in the router, reset your router and reconfigure it, check if your dsl modem is configured in a bridge mode if not configure your modem in bridge mode and reconfig your links router accordingly, that will fix your problem

Try testing the speed, go to this website and see what results you get. It takes a couple of minute so so be a bit patient. http://www.bandwidthplace.com/speedtest/ If it's slow, report it to your DSL supplier.
