Let me get this right..you want to know where the EEPROM is located on the main board, then you want to short some pins but not sure what pins to short so the TV will magically reboot. You said something about "get it out of the boot loop"..The boot log is what you need for the TV to work, The ROM sends the various commands to the CPU telling it what to do to make the TV wake up and come on. For your set to work you need to REPLACE the IC, ld tell you where it's located at but I doubt you have the equipment to replace SMD components. Your best bet to fix the TV is replace the main board.

Line noise is feeding in from the AC line. Use an AC liner filter to block the line noise. RF (radio frequency) interference is being picked up by the power line or wiring. Remove sources of RF interference, such as fluorescent lighting or wireless devices not designed to work with audio/video equipment. Wires between the components are on top of one of the components; the transformers are causing RF interference. Be sure that wiring goes behind the components rather than on top or between components. If there is an equalizer in use, there could be a ground loop. Ground loops can be resolved by installing GLI's (ground loop isolators) on the cables connecting to the equalizer.

Your TV might have and AV In connection. If so, buy one AV to SCART connector socket from local electronic spare part shop. Thus you can convert the AV in to SCART.

sounds like the unit has entered a protection mode where a short has developed somewhere inside the tv. This response is the power supply in the tv trying to start up - seeing the overload and shutting down to protect itself, this loop will continue until the short has been resolved - best to get it repaired by a technician
