SOURCE: Filling With Water
This is probably a control board failure, which should be replaced by someone familiar with them.
If you are handy, you can do it yourself.
If you need assistance, let me know.

SOURCE: washer will not fill with cold water during cycle
it sounds like your mixture valve is faulty on the cold water side. that is the valve where you screw the hose ends on. it needs to be replaced you can purchase one at your local sears, be sure to take your make and model number with you
SOURCE: GE washer won't fill with cold water
Cold water pipe had become frozen. FYI this model of washer has a nice feature whereas you can test each component i.e. valves, by setting the timer and reading the LED's on the front panel. Instructions are in the schematic.

I have a Whirlpool Ultimate Care II washer and it fills with water but then will not run. It will start to run after slamming the lid several times(maybe between 5 and 25 lid slams) to get it going after the initial fill.
I have a Whirlpool Ultimate Care II washer. It will not run on its own after the initial fill. You can get it to run after the initial fill by slamming the lid several times (between 5-25 times) and then it operates normally after that.
