It sounds like you have the possibility of a couple of things going wrong here. It could easily be a board issue based upon what you are saying. However, it could also be a pump issue because you are having limited success with filing the tub up half way. The best suggestion is to have a spa technician come out to assist you in determining what exactly is going wrong here.

You really have not provided enough details on the problem to help you diagnose exactly what is going on here.

You have voltage across the element but no heat....

Disconnect one element connection and do a resistance/continuity test. Or use a clamp to measure running current.

Do I have the correct controller for my Hot Tub? I have a Jacuzzi Lexus L.C. with a Balboa F1089R1A processor. I ordered a topside control panel online and received a Balboa VL701S but nothing is working...

Curios, why did you order another control panel? I need some history, when it worked, how it failed, any other information like if it was moved or rewired for power...etc.

No temperature display cant set temperature

Located behind the access panel there is a grey box that is the spa pack. Open that up with the 2 screws on the top of the pack. There is a small glass fuse on the circuit board. One of those fuses is most likely blown. If that is not the culprit you need a new topside control. More than likely it's the fuse.

Balboa control board wiring for 2 pumps, no circulation pump though

I believe you are barking up the wrong tree.
If I understand you correctly, the pumps are backwards!!!
Pump #1 is always a 2 speed pump.
Pump #2 is usually just a 1 speed pump.
When the filtration cycle comes on, "Low" speed is supposed to be the speed that does the heating.
But when your pump is on high speed, the movement of water is creating friction and that will heat the water and provide you all of the error codes you have been experiencing.
A 2 speed pump is normally a "Circulation" pump.
as far as dip switch settings, there is a key on the label on the inside of the load box cover. It will be in a little table.

Balboa hot tub m7 wont power on at all

Either the spa is incorrectly wired or one of the fuses is blown in the spa pack. Typically this is due to your electrician wiring the spa incorrectly and blowing the fuse on accident.

Balboa 52502 val 5m7

have you cleaned your filter recently. Sound like there may be a low flow error in low speed
either that or the start capacitor on your pump is bad and the pump will not come on in low speed unless you first give it a boost in high speed
anytime you ask for heat with insufficient flow there will be an error message

Hot tub keeps running all night keeping me awake. How do you shut it off? It's a Great Lakes.

If the system is the Jacuzzi 52221-05 system mentioned in the subject header, there could be a stuck relay causing the problem and you might need to get a spa technician out to assist you in repairing the problem. However...

If it is a Great Lakes system as mentioned in your message body, then there could be a programming issue allowing the filter cycle to run continuously. Provide a model number off of the Balboa control. Then we can provide you an instruction manual or reference card to assist you in resolving this problem. you can also search our online manuals at our website. You can find them online at:

Hi,

I will advice you get a technician to come to your house and take a look at it, since you are sure of the position or status of the Balboa jacuzzi, it will be better you get someone, a professional to help take a look at it, this is not (DIY) do it yourself as you can see.
