That motor is an evaporator fan motor. That noise occurs when the bushes in the motor start to wear. The motor is not in effect repairable but has to be replaced. Normally a 9 watt evaporator fan motor is installed into those wine coolers.
Power surges, spike and brown-outs are a nemesis to small refrigeration units. The capacitor for the compressor likey was affected and possibly the start components in general, especially if the unit was operating when the surge occured.

You might also try lookinmg under "motors and controls" in the yellow pages. If you get it locally like that then you can physically compatre the old one with the new one to make sure it is indeed the same part.

It sounds like the bulb is not getting power. There is a door switch that turns it off when the door closes...this may be stuck. There is usually an optional (depending on age) ON/OFF switch that overrides the light to be on full time. If the light will also not turn on with that switch then there must be a disconnected or broken wire either going to the light switches or going to the light socket from the switches. I hope this helps.
Also need replacement bulb. Tried Home Depot where I bought and tried hardware store with no luck.
