The split run capacitor in the condensing unit is bad. It needs to be replaced. The reason the system is not cooling is because the compressor it not running. The capacitor is needed for the fan and the compressor to run properly. That is why you had to give the fan a kickstart with a stickstart.

Cheap and yes you can do it yourself. First you need to get the information off the existing run capacitor. There is a mfd (microfarad) rating on the capacitor. example 35/5 mfd. Then call heating and air supply stores to find one that will sell it to you. If and when you get the new capacitor then turn the power off to your unit. VERY IMPORTANT!!!! Look at your new capacitor on the top and you will see a "c", a "fan" and a "herm". Now look at your old capacitor and you will see the same nomenclature on the top of it. Take note(write down) of the wire colors that go to each of these terminals. With the power still off, take the wire off the old capacitor and remove the capacitor. Install the new capacitor and connect the wires exactly as they came off the old one. Turn the power on and watch you unit run like a top.

Is the compressor running? Check the pipe with insulation to see if it is cold, if not thevcomressor is not running
