I's like to know what I'm doing before I start taking screws out and making a big mess!
If you're not familiar with how the vacuum is put together, taking it apart can be a real pain. Thankfully, most of the screws on the unit are the same size and type. For the ones you need to remove, a #2 Phillips should do the trick.
Unplug the vacuum, and flip it over, flat on the ground.
Press the silver button on the neck where the roller head attaches to the body and pull the head off. This isn't completely necessary but it makes it easier to work on.
Remove the 12 screws holding the case together. There will be 2 smaller (I think) screws by where the head swivels. Keep track of those.
Once ALL the screws are removed, the case should be loose and pretty easy to remove.
Flip it back over and carefully move the top cover to the side.
If you're looking at the piece head on as if someone were vacuuming facing you, the belt side of the brushroll should be on your right.
Remove the far side (non belted side) of the brushroll first by lifting it straight up.
The belt should be slack enough to remove the belted side of the brushroll and replace the toothed belt.
When reinstalling the brushroll, stretch the belt a little and put that side back first. Trying to get the belt side in after doing the far end takes too much effort.
Make sure the belt is tracking straight by rotating the brushroll and adjusting the belt as needed.
Since it's all opened up you may want to give it a good cleaning too.
Reverse the rest of the steps to put it back together.

Be very careful when pulling apart. once all the screws are out it is likely to completely fall apart, and then will need to be reconstructed
I also thought the belt was broken, I followed all the steps above and found out that the belt is fine and no dirt was found either.
However, the brush works only when the vacuum is in the "parked" upright position and when I try to vacuum at an angle (of course) I do see the light blinking from time to time telling me to check the brush roll which is clean and seems to be fine, except is not rolling when at an angle or it rolls but it can be stopped by a finger..
What can be wrong with it ? I really like this little and LIGHT weight vacuum and don't want to toss it.
Can somebody please help ?

This may not be your problem, but I thought I had the same issue. The belt was fine, but the brush didn't roll. It suddenly occurred to me (as I was about to go buy another vacuum) that most uprights have a setting for hard floors and another for carpets. I checked the switch, and there were two "on" positions. I had only been pressing it to the "suction only" position. A second click brought it to "roller and suction" setting. Problem solved. Carpet clean!
Thank you! Bet you never thought when you posted this that it would be useful to someone 6 years later!! Vacuum was given to us like new. Used it a few times, then husband used it and declares the brush is not rolling. OF course, he had the whole thing apart and put back together scratching his head, before I found your post! Something so obvious, too obvious perhaps! Thank you again, this wife got a gold star today!! LOL :-)
