Causes of the missing or corrupt hal.dll error include, naturally, a damaged hal.dll DLL file or a hal.dll file that has been deleted or moved from its intended location. Additional causes may include a damaged or missing boot.ini file or possibly a physically damaged hard drive.

To fix it:
1) Restart your PC, sometimes the hall.dll error could be an error itself and your PC should boot up fine.
2) Go into the BIOS by pressing the Delete key as the laptop boots. Then navigate to disk boot priority and make sure this is set to your main hard drive (the one that has Windows installed on it). First off that notebook is not Windows 7 capable. Here are the WIndows 7 requirements:

• 1 gigahertz (GHz) or faster 32-bit (x86) or 64-bit (x64) processor
  
• 1 gigabyte (GB) RAM (32-bit) or 2 GB RAM (64-bit)
  
• 16 GB available hard disk space (32-bit) or 20 GB (64-bit)
  
• DirectX 9 graphics device with WDDM 1.0 or higher driver.
  

But, if you want to add a PCMCIA Sound Card you can do that. Just google PCMCIA Sound Card and you'll find a ton that are available.
I might suggest a new laptop.

you will need to go to the NEC website and get the updated windows 7 drivers, if they are unavailable you can also use the windows vista driver instead

Replace the battery,
They don't last forever, and do fail over time.
If it works on the A/C mains, this confirms battery needs replacing.
Or re-cell the battery.

You can insert the Windows XP CD while logged on Win 98 and run a test from the CD. Obviously you need a larger Hard Disk and at least 126 MB RAM to bring XP to a usable speed. You can look for RAM upgrade options in this page.

In my opinion it never hurts to do a fresh install or a repair installation after a virus attack.
