The closed caption or PIP functions in mostly all sets are only acessable trhough the menu.. You need the original remote to do this. If you dont have one go to http://www.remotes.com or call 1-800-remotes for inexpensive exact replacement remote controls. If you do have the original remote and can acesess the menu but the features are not there then theres a problem with the sets built in firmware and the only way to fix this would be to replace the sets microprocessor IC. Your TV is not getting any signal at all to process, or the tuner inside your TV is faulty. Blue back screen comes, when there is no signal to any of its input or faulty tuner. Just connect the tV with any other video source, like VCR or DVD , connected to its AV terminals and set the tV to take input AV, and check whether picutre comes in or not. If picture comes with AV connection, make sure that your tVs tuner is faulty and should be replaced. If no picutre comes with AV connections too, the Chroma Ic insie your TV is faulty, and should be replaced. OK.
You didn't mention if you saw fine white diagonal lines running through the screen from top to bottom. If so, you likely have a shorted Picture Tube which is not usually fixable. If there are no lines seen running through the screen, then it is possible the High voltage transformer which also has a screen voltage and focus control built in that could be bad. I would expect the cost of that part to be about $100, so the repair cost total could approach that of a new set I would guess.
