Re:
If your a technician i would tell ya to go into the set and change a couple of choice capacitors and possibly the vertical output IC.. if your not a tech then you cant service this set by your self as there are no serviceable parts inside the set so you should really take the set in and good Luck!

A lot depends on what the TV station cuts off also. If they are transmitting a 5 X 4 picture, your TV will try an reproduce it giving cut off edges or top and bottom. It won,t fit properly. Hope that helps to explain it.
U have a soldering iron, solder? Now basic soldering?Unplug the tv wait about half an hour for the highvoltage to disapear.Take the tv aparts.Resolders the Video board that connected to ur CRT Tv tube.Resolders all those coldsolders pins sockets pins on the video board, will solved this problem.Have fixing these problems many times on the CRT Tube computer monitors, when it was still popular.
Just called Sony about this same problem...taking your CABLE BOX remote, push the # key on the bottom right of the remote (it also says HD Zoom on mine). You can cycle through 4 or 5 zoom options...make sure you are on an HD channel to see the changes. :)
if your tv has a warranty take it back to where you you bought it.or check if your remote has the zoom feature,if it does zoom it back.or else you will have to call the repair man to program it for you.
The picture on your TV screen is driven from the center to the top and bottom of the screen by the vertical drive circuit. The fact that you can see the entire picture means you have a problem called foldover. This is caused by a failure in the vertical drive circuit where the vertical saw signal is altered by a component failure within the vertical drive circuit. You cannot solve this problem but any good repair shop should be able to correct the problem at a reasonable cost.
HHHHMMM Never heard of goodmans But if its a 14" tv those are one sale for 69.00 in K-mart Well the 13 " is. Sounds like the vert output is bad or a capacitor in the vert out curcuit. good Luck
