can ask what brand carrier you are currently using. if it is smart just type on your write message SET send to 211. then a reply message telling you that an internet settings has been sent to you, Save it. Use it as your default settings. Then try to check if your wifi connections is active or readable. if it is from globe they usually send internet settings.
for sending text messages :
1. call to your network operator customer care 2. request the message center number... 3.note it down 4. go to message settings>message center number 5. insert the number which is noted by you and save it

I have the same problem using an unlocked Treo 650 on O2(UK).
One thing you need to do is make sure that the Message Centre Number is set correctly for the SIM network you are using. Get the MCN from the internet, then on the Treo Messaging > Menu > Options > Preferences > Network > Manual > Edit to check/set the MCN.
