Water and LCD screens don't mix. I'd say the screen itself is shot, and will need to be replaced.
However, I cannot find anyone selling these parts. Your best bet may be to watch for a broken one on eBay - so long as it's not the LCD that's broken, and buy it for parts.
Try Initializing the Camera. To initialize the Camera. First, press the Home button to display the Home menu. Then, select the Settings option in the Home menu. Then, select the Main Settings1 under the Settings option and set the Initialize under the Main Settings1.
If the issue still persits after initializing the Camera. Try Power Resetting the Camera. To Power Reset the Camera, first turn OFF the CAmera and remove the battery pack from the CAmera. If the issue still persists after performing all the steps provided above then service of the Camera is required. If you purchased the Camera in the U.S open the link provided below to get the Camera repaired. The Camera should be send to the Factory service Center to get it repaired.
maybe this works: turn your camera on in play mode (if you have play button press it to turn on camera) and if your camera hase a shoot-play switch select play mode and then turn your camera on.)
repeat this until lens goes back.

the easiest thing tpo do here is take it to a professional but if you want to try updating your software off the Motorola website. (this require a data cable or bluetooth in your computer) This fixes a lot of software problems with the razor. If this doesn't work then you will have to reflash your Firmware which is like the Windows Xp of the phone. This does require a professional as it can destroy the phone
