Launch Web Browser > Tools > Internet Options > Highlight all of whatever appears In the Home Page Box > Copy & Paste (an unusually Useful Home Page) this:

Apply > OK > Restart Computer > Test knew Home Page > Configure Home page with preferred gadgets and to preferred Preferences.
