I think you need to download a software. Beside reinstalling the computer, this is the only way to reset your laptop. Try to use Windows Password Reset or Windows 7 Password Reset to create a password reset disk, and use the password reset to reset your windows password.

Forgot Windows XP password? The first thing which you check is whether you forgot windows xp login password or not. When we install Windows, it automatically creates an account "Administrator" and sets its password to blank. So if you have forgot your user account password then try this:
Start system and when you See Windows Welcome screen / Login screen, press ctrl+alt+del keys Twice and it'll show Classic Login box. Now type "Administrator" (without quotes) in Username and leave Password field blank. Now press Enter and you should be able to log in Windows.
Now you can reset your account password from "Control Panel -> User Accounts".
Same thing can be done using Safe Mode. In Safe Mode Windows will show this in-built Administrator account in Login screen.
Windows XP and further versions also provide another method to recover forgotten Password by using "Reset Disk". If you created a Password Reset Disk in past, you can use that disk to reset the password. Or try free program called Ophcrack or Windows Password Recovery Tool 3.0.

I forgot my password

Try this:

1. Enter a computer that can link to Internet. Download a Windows password recovery tool (I recommend Windows Password Recovery Tool 3.0 ) and install it on that computer. Note that: there is a ISO image file. Burn the file into a CD or a USB flash drive.

2. Eject the created CD/USB and insert it into the locked computer.

3. Reboot the locked computer (it's necessary for you to change your computer's Setup to make it boot from CD drive or USB drive) and then followed the process of instructions. Just a few steps, the old password was removed.

4. Now login Windows and set a new password.

I forgot my Administrator Password

you should be able to contact dell support and they should have you on file. when you first bought the computer and logged on the web you had to register your computer. dell should have this information on file, also because each windows program has a register number they might also have you on file. i would try this and it should solve the problem.. please rate this and also please reply back if it doesn't get solved..thanks
