Test your PSU or replace it if your power supply units fan is not working your PSU is faulty

One bad lead can cause a computer to continue on a cycle or to shutdown or fail to detect/ boot up a computer hard drive

Test all leads that attach to your hard drive including electrical extensions,IDE,SATA

the leads from your ((motherboard to your hard drive)) make sure they have a secure connection and are not faulty or just replace them they could be faulty
make sure all leads that are attached to your drives dvd\cd 3 1/2 inch floppy have secure connections and are not faulty even the electrical extensions or just replace them they could be faulty a computer needs its connections to continue its cycle and have an end so any faulty leads will end up with a computer error if this fails to fix the problem
another possible reason could be a memory dump you might be running to many programs at the one time placing to much strain on the CPU also you might not have enough RAM random access memory hope this helps

After replacing a new hard drive my computer now failed to boot, it keep restarting. I then replaced it the old hard drive again and the same problem as above. Please help.

it seems that you know what you are doing -
it seems that the problem is with in the connections
please recheck the connections

the best way is
1) unplug the HDD (hard disk) Power and Data cable
and turn on the PC -- check whether its working (or is it rebooting/restarting)
if its restarting then there is something wrong somewhere else

here you said you just replaced the Hard drive --
there are 2 IDE Slots - check connecting the Hard drive to IDE 2
and use the same Data cable for CD/DVD and HDD --

2) check the RAM Connection unplug and replug (it might be loose)
but be careful Power supply shout be OFF while playing with Connections

3) Check the Connection to the board -

don't worry it will work
