Usually you should have heat very quickly. I can think of a few things that might cause low heat. One would be a low power level at the outlet. The other might be the heater element is just about worn out. And third is the power or heat selector switch is faulty.
I've seen the low heat from low power caused by too long extension cords as well as low power levels. Try plugging into a different outlet and directly and see if it heats up normally.
Unfortunately if it is a problem with the heater element or the switch unless you are under warranty you would have to buy a new unit. If you have warranty then you should contact the store you purchased or McCulloch about getting it replaced.
