I getting loud annoying sounds from my CODEGEN ATX2 switching power supply I think its the fan should i replace the power supply and is it affordable to have it done?

Yes you should replace the power supply and you can do it yourself go to the back of the tower and at the top you will be able to see the power supply it is held in with 3 to 4 screws open the side panel and unplug all the wires that go from the power supply to the different components of the computer
then unscrew the power supply from the back of the tower and lift it out you will need to get a ATX
P4 power supply you can get the best price at new Egg ,or Amazon .com the prices very in price from 30.00 to a Hundred or more

Noisy

The noise could be from dust that gets in cpu fan or power supply fan. Clean them but do not open the power supply. Better replace your power supply.

My Codegen Switching Power Supply 350W Model 300Xi is smoking when I turn on my PC, a big cloud of white smoke when I turned it off.

There's obviously something wrong in the supply, but it's not worth trying to repair. Replacement cost of computer power supplies is so low that there's no reason not to just throw it away and install a new supply. The time spent in trying to troubleshoot the problem and cost of parts will certainly exceed the price of a new supply.

Using 115 volt or 208 volt switch?Found on back of supply
Is the fan clog with dirt and is it turning?

Check your wiring as some supplys can be wired for 115 volt or 208 volt.you want 115 volt.

at first chack at which time it shutting down. if it happen when u click on any drive or when u using cd/dvd drive then power supply cant regulate power. then chack switching transistor and filter section capacitor.
(Be careful about filter capacitor in primary section because some time it stored high voltage dc after plug of power supply at first discharge this two capacitor.)
** also chack supply voltage r stady or not.
