Well, first let address the lack of power usage from your router and cable modem. The router, depending on model, may only use less than 5 amps of of power, depending on the load it is using at any one time, the cable modem is using maybe 2 amps, at peak load, since the line is already powered from the cable company, there is no real load. Since the usage is much less than 1 watt, it would not register on your meter. The reason why unplugging your devices from the wall, for it to not provide backup power to all of the devices is the battery(ies) may not be providing enough juice to maintain the power required for ll of the devices plugged in. Also, UPS are generally not compatible with power strips and therefore do not tend to function properly with a devices powered on the strip. They generally won't complete the power connection due to the strip carrying a much higher load than the UPS can support. This should explain all of your power issues.
