There are two possibilities. here (both in case it power on but no spin )..One ..there is no noise at all ..and in this case the motor is burned out ..and you will need a replacement ..and the second case..there is a noise from the motor ..but the platter will not spin ..and in this case you need a replacement for the belt ..cause the drive is belt based..
If you do not have power at all ..than you might need to check the fuses..There has to be located somewhere near the access point of the power cable ..and usually are labeled..and look like a plastic screw lid ..which once removed..will expose the fuse..

In case the motor is out ..you may consider if it will worth the repair...unless it has a sentimental vale for you ..and in this case you have to contact the manufacturer for a replacement or ..if they do not make this kind anymore..you may consider buy a second hand one for parts ..

It appears that the motor is overheating, and then it turns off. There is a thermal overload switch that will turn off the heater, and when it cools back down, the motor will turn back on.

A few things to check:
  • Debris in the impeller
    • If so, remove it, this is causing the motor to overwork
  • Was motor / impeller recently changed?
    • if motor was downsized from the one prior, it is overworking, because the impeller is still sized larger.
    • if impeller was upsized with an undersized motor, the motor is overworking
  • Is the motor louder than normal?
    • The bearings are probably failing and the creating the motor to labor.

1/3 hp drill press motor runs hot and very slow.
Look instead at the motor and drill post bearings. Remove the belt to see if the motor runs correctly with no load. If it still hums and gets hot, check that the motor itself turns freely (when off). because of the grinding noise your talking about it sounds like the motor bearings are bad which would require motor replacement. but, thats normally not what cause the " not completly turning problem" your having. general thats cause be the motor speed control not sending the proper power to the motor. remove the belt and turn the motor by itself to see if the noise is really come from the motor and not the back of the tub. if it is the motor, replace the motor. if it coming from the back of the tub the replace the motor speed control. the noise coming from the back of the tub would just be the ball bearings and they do make some noise on this model but you wont hear it when the washer is running
