From the back of the RCA unit make sure you are using the auxiliary input jacks to connect to the output jacks on the TV.
You will need to go into the setup menu on your TV to select an external sound system and finally you'll need to select auxiliary on the RCA unit to hear the sound from your TV.
Providing you have enough input ports on the surround run you a red and white audio RCA jack from the receiver out port for TV1 and connect to the same colored ports on the satellite in ports on the surround. If you do not have enough ports then you may have to use the in ports on the DVD etc to run the TV through to utilize the surround system. Thanks for using Fix Ya.
You did not say if you have connected the video out on the surround system to the video in on the tv. If not connect it and select that input on the tv.
Looks like someone sold you a unit only partially working.
You may need to have the main board replaced, which is likely why the previous owner sold it.
My solution would be: Buy an inexpensive surround system and a VCR, Use the VCR as your tuner, and plug the audio output from the VCR into your surround system.
This way you will have a tuner (the VCR), and sound through the surround amplifier. You can also plug the audio output from your DVD player direct into the surround amplifier. This solution would likely run you less than half the cost of replacing the main board in the TV.
Three (3) possible ways: 1. use the audio out of the TV (if available) which would normally be red/white RCA and connect to any of the free INputs of your DVD surround sound system; 2. remove the cable INput of your TV and feed it to a tuner such as those in a VCR or any other device (some DVDs have TV tuners also). The VCR's Video OUTput would go to your TV while the Audio OUTput would go to any of the free INputs of your DVD surround sound system; 3. if your cable uses a box/decoder and has the yellow, red & white RCA, its a matter of splitting the red/white signal to feed both your TV and DVD surround sound system or simply remove them from the TV and feed them to the DVD surround sound system.

RCA cables (audio) ( possibly Line out converter )
Your television is either going to need Video Out, or if you have a VCR or VCR/DVD combo connected to your television. Assuming that you have a VCR combo, the way your tv should be set up is on the back of the vcr combo, your cable will run into the coaxial IN and then you have another cable running from Coaxial OUT to your tv. If you have it set up like this, then the DVD / VCR combo will have RCA Audio / video out ports on the back side. Run RCA cables from the DVD / VCR output to the surround sound INPUT. If you already have your inputs in use on the surround sound, Radioshack has RCA splitters for about $1.50 each, you might need to pick some of them up so you dont have to go through the trouble of reaching behind it all the time to disconnect and reconnect whatever your trying to connect. Now if you dont have the DVD / VCR combo, then your TV "MUST" have RCA Outputs. if it doesnt, then the only way that your going to have your surround sound connected to your tv is to take the TV apart and get a RCA "Line output converter" and wire it to the left / right channels of your tv. From what I've read, i think this is what your trying to do so I hope this helps
