If still under warranty or if you have no electronic repair experience you should take the set back to the shop or to a repair person. Some of the solutions described below can be dangerous, TV's are very hazardous to service. Even when plugged out, TV's can store very high voltages.
Generically speaking anything in the horiz deflection, hv development area will cause a no pix symptom, also a problem in the signal processor section, video river and output section as the crt/socket assembly.
I would also check the lopt transistor and probably the fuseable resistors around the lopt.

The problem is in the vertical deflection circuits which is responsible for giving a full picture. Since the set is 8 years old the money would be better spent on a new tv since more frequent break downs in other parts of the set would be more likely due to age.
I know it seems like it is a rip off but the diagnoses is probably right. It may well be caused by the digital controller that is mounted to the LCD Panel and is not sold separately so you need to replace the entire Panel whether the Panel it- self is bad or not. Cost of the LCD Panels are expensive and get much more expensive as the size of the screen gets larger. Sorry of the bad news.
