I HAD MY VECTOR VEC137CO ON THE CHARGER FOR 8 HOURS.....IT STILL WONT CUT ON

Just plug it in and let it charge for 6-8 hours.
Most unit has a push button to check the battery condition.
Press it to check the charging level.

To recharge the battery, you will need a 12VDC 300mA adapter. It will take 12 to 15 Hours to charge.
Try Radio Shack, and take the light with you to make sure the charger fits the hole.

It is just a 12 volt adapter, so you can get one that will work at Radio Shack.

It will "jump start" the mower but I don't think it will function as a battery charger. It may, but I've never heard of it.

What your seeing there is indicating fully charged.

10-12 hours for 120v AC charger, I do not recommend using a DC car charger to charge the battery. You can purchase a replacement AC charger from Black and Decker, they service Vector products. here is the link;
