It sounds like it was an 8GB. The 8GB is nothing more than a "suggested size". True size would be close to what you saw here; between 6.95 and 7.95mb depending on the memory stick manufacture and how you formatted it.
Try to format it to erase everything in it. If it is still showing you only have 7.95mb space, then it is defective and you should return it back

Do you really mean 'MB', not 'GB' ?
Some USB drives have an "emulation" of a CD-ROM programmed into it; the emulated CD-ROM contains a few MB of "setup" files, e.g., file-encryption software, or one-click-backup software.
