You may find a standalone bobbin winder (Sidewinder for $30) avlb at JoAnn's or on Amazon. Nice little accessory that lets you wind multiple bobbins without unthreading the machine and also saves wear and tear on your machine.
The bobin may not be in correctly. When looking at the bobin, with the thread threaded through the bobbin case, make sure that it spins counter clockwise. Also the problem could be caused by the machine not threaded correctly. But it is more likely the bobbin case and bobbin

Hi. I believe your Pfaff tipmatic 1027 dates to the early 1980s. A quick check for a bobbin case (as an example) for your machine showed that sew4less.com carries them and other parts for your machine.
1229 or majority of PFAFF's needs to be oiled in the bobbin cage and nowhere else.If you start oling the gears lint will build up and slow your machine down. So only apply a few drops where where the bobbin is attached to.
