The number 192.168.1.102 must be your computer's IP address.If you want to access the router set up then You will need the Ip address of the router. Is your computer connected to the router with the cable. if not then connect the computer to the router and check the IP address and default gateway on the computer. For that Connect your router to computer with ethernet cable then you can access it with following default link. http://192.168.0.1 or http://192.168.1.1

make sure that your router is acting like a DHCP server.
also make sure that your pc's ip is set to "obtain automatically" under local area connection->properties->internet protocol->properties
You router may be set to be DHCP enabled so that it allocates the ip addresses automatically to each pc, so check that the pc's network card with connection problems is set in the properties on the TCP/IP line is set to obtain an ip address automatically.
You can also try, Start>run then type ipconfig /flushdns to clear the pc ip address and dns. and restart pc.
Lastly if you pc is both network cabled and wireless, ensure one or the other is dissabled as this can confuse the ip adress alocation.
