Server does not support RFC 5746, see CVE-2009-3555 What does it mean and what should I do?

RFC is a Remote Function Call and CVE is Common Vulnerabilities and Exposures. Since RFC is commonly used for server exploitation via viruses, most servers turn that function off, resulting in an error message like you reported.
While this may be a legitimate function call, this often means that your system has been compromised by a virus or malware. Run a reputable virus and malware scanning tool, like this one.
You can read more about your error message here.

I have been getting terrible download speeds. I am with telus and there cheapest plan offers speeds of a little over 200 kbps. I am getting about 60. Is this the router or them?

Hi! your modem is a dlink dsl 300, if the modem is connected directly to your computer and you are only getting a speed of 60kbps..there is a chance that there is a problem with the modem.
this is the feature of ur modem:
Features

  • ANSI T1.413 issue 2 (Full rate DMT over analog POTS)
  • G.dmt (ITU-T G.992.1)
  • G.lite (ITU-T G.992.2)
  • G.hs (ITU-T G.994.1)
  • G.lite ADSL: Downstream data rate up to 1.5Mbps. Upstream data rate up to 512Kbps.
  • G.dmt: Downstream data rate up to 8Mbps. Upstream data rate up to 864Kbps
  • Supports G.hs, a handshaking protocol at start-up to negotiate and identify the operating mode for the DSL
  • Supports a wide range of DSLAM's for inter-operability
  • Complies to the T1.413 issue 2 standard (includes cable gauges like 24AWG (0.5mm) and 26AWG (0.4mm))
  • RFC 1483 IP over ATM
  • RFC 1483 Ethernet over ATM
  • Supports bridging/DHCP, classical IP over ATM, PPP over ATM, and Embedded PPP over Ethernet
  • 1 RJ-11 port for ADSL connection
  • 1 RJ-45 port for 10 BaseT Ethernet LAN connection
  • 1 Console (RS-232/DB9) port for local configuration
  • SNMP management agent base MIB-enables other processes to provide statistics and other information to remote management applications
  • TFTP : The built-in Trivial File Transfer protocol provides firmware upgrade and configuration backup and restore
  • Telnet provisioning
I this modem is supplied by telus you have to inform them about it so that they can replace this modem right away... and this is a discontinued product from dlink.

E.F. Speedstream 5871 router

You may be able to use these with "standard" DSL, which generally does require PPPoe (a username and password, basically). But you'd certainly need to have an ISP providing DSL service, the correct wiring drop to the device, and your DSL provider would need to support this particular device on their network.

These are not routers, per se, they are really just DSL modems.

Finding the user name

You must use the RS-232 serial cable using terminal emulation software such as Microsoft HyperTerminal. Connect the cable from your computer to the console port on the DSL-500 or DSL-504. Step 1: Go to Start>Programs>Accessories>Communications>Hyperterminal. Step 2: Enter a name for your connection and choose the default icon selected. Step 3: Select a COM port (usually 1 or 2) and click OK. Step 4: The terminal parameters will need to be set to as follows: Step 5: At the command prompt type isfs cat inituser and press enter. You will now see the username and password.
