Hello, I just inherited a Francis Francis X5 that was only used a short while. It does not seem to be heating enough to produce the steam needed for espresso. Both lights stay on continuously. Any ideas? It was left in storage for several years.

If you have no luck finding a FF! portafilter, you can use the ones from some Ascaso models. See http://coffee-stuff.blogspot.com/2009/11/thing-of-beauty.html for more details.

For the grouphead check the basket there might be a slight bump around the edge that is preventing it from making a good seal when it contacts the gasket in the head. If the Double works fine then the gasket is not the problem. For the steam wand try flushing wand for 3 seconds just before steaming, if that does not help with the watery milk, then the boiler is not getting hot enough to produce steam.
