Problem with my Toshiba 27A44 television. The picture will be fine for maybe 20-30 minutes at a time, then acts up for perhaps 20-30 minutes, then may go back to working fine for a while (there is no set time duration for these events, it varries). While acting up, the picture pinches in from the top and bottom a few inches and every now and then pinches so most of the screen is black. At the same time, the picture will jiggle up and down and then eventually settle down, only to jiggle later. SO, the picture pinches from top and bottom and jiggles up and down for varying durations only to stop doing so at random for varying durations. Do you have any ideas for doing further diagnostics (if needed) or do you have any ideas of what is wrong and how to fix it?

There are bad solder connections on the vertical output ic. if you can solder well, get an iron with a fine tip and look for an ic mounted to a metal heat sink. it will be about an inch or so long with 7-9 pins all in a row,on the under side of the board you can usually see the the rings around the pins if you look close or use a magnifying glass. i have fixed dozens of these using only a hot soldering iron and rosin core solder.

Does the toshiba 27a44 have closed captioning?

Hello
You have two options with closed caption feature.
Captions of Text
A caption is a printed version of a dialogue narration and/or sound effects of a programme. Text is information not related to the programme that appears on half of the TV screen when available.

To view Caption or Text

[1] Select the desired programme. Closed captioned programme are usually marked in your local TV listing as "CC"
[2] Press CAPTION/TEXT repeatedly to select caption or text mode.
[3] Press 1/2 to select the caption or text channel.
[4] To turn to off the closed caption feature, press CAP/TEXT repeatedly until captions or text no longer display 0n-screen.
Ok.

We can't turn off the picture

The electronics that controls the power supply operation are having some failures. It is possible that the control circuits for this are also at fault.

The set will require proper service from an experienced TV tech.

Power Outage

The power supply, or one of the scan amplifiers has some damage. The set will require shop service.

More than likely the set was going to fail anyways... Turning off the power source to a TV should not do any kind of damage.
