After selecting my af area "multi" i go through my memory and select "yes" in af area. but when i turn my camera off and on it's still in spot. am i doing something wrong or is there something wrong with my camera.

The D40 Dynamic area focus starts on the centre AF area then moves the focus to follow the subject. The camera has followed something to the right and selected the right focus area. This is normal.
You could select Single Area in the menu and move the area back to the middle using the rear AF Sensor Selector.
Storing the strongest broadcast frequencies BSM (best stations memory) lets you automatically store the six strongest broadcast frequencies. 1 Use MULTI-CONTROL to select BSM in the function menu. 2 Press MULTI-CONTROL to turn BSM on. The six strongest broadcast frequencies are stored in the order of their signal strength. # To cancel, press MULTI-CONTROL again. Tuning in strong signals Local seek tuning lets you tune in only those radio stations with sufficiently strong signals for good reception. % Press LOCAL repeatedly to select the desired setting. FM: OFF—LEVEL1—LEVEL2—LEVEL3— LEVEL4 MW/LW: OFF—LEVEL1—LEVEL2 The LEVEL4 setting allows reception of only the strongest stations, while lower settings let you receive progressively weaker stations.
You can also perform this operation in the menu that appears by using MULTI-CONTROL. Selecting alternative frequencies When the tuner cannot get a good reception, the unit automatically searches for a different station in the same network. 1 Use MULTI-CONTROL to select AF in the function menu. 2 Press MULTI-CONTROL to turn AF on. # To turn off, press MULTI-CONTROL again.

Try checking C.Fn III, 3: AF point selection method. Yours might still be on option 2.
0: Normal - Works by pressing the AF Point button and then the Multi-controller.
1: Multi-controller direct - Press the multi-controller to directly select an AF point (without first having to press the AF Point button). Pressing the AF button reinstates all AF points for auto AF point selection.
2: Quick Control Dial direct - turn the Quick Control Dial to select AF points. In this mode, AF points will not be displayed on the LCD panel.
