The only way to change channels on this receiver is by the channel up/down buttons. Physically pressing the number buttons does not work, NOR do the numbers on the included remote.
This item is less than 2 weeks old, and the problem has been there from the beginning (My wife was using it and didn't want to bother me with problems regarding her new satellite radio, which she loves)

I have never seen a remote sensor that failed, (but I guess that it does happen).
If its not the priginal remote, I suspect that you are not properly programming it.
anyway, I would first take out the batteries, clean inside the remote, and put new batteries. If that doesn't work, I would purcahse a cheap universal remote (I buy them for about $5) and try that.

According to the manual for the Magnavox 14MS2331/17B, you switch to the A/V input by pressing Ch+ or Ch- on either the TV or the remote until you see AV as the current option. (Thus you have to scroll down from Channel 2 or up from Channel 69 for an OTA signal. For cable TV, the AV will be reached by Ch - from channel 1 or Ch + from channel 125.) Since it is possible to skip channels by editing the channel list, you may need to check if the AV option has been skipped. To do this, press Menu. Use the up/down buttons to navigate to Install and press the right button to enter this menu. Highlight the Channel Edit line and press the right button to check this. Once in this sub-menu, use the left/right buttons to scroll through the Channel number options (or use Ch+/Ch- to see the stored list). You can also type in a channel number on the remote. Press the down arrow to change to the line that reads Skipped. Use the left/right arrows to change between Yes or No. (No indicates you can reach the channel with the Ch+/Ch- buttons.) Use the Up arrow to return to the channel number line to scroll to other channels. Press Status/Exit to leave the menu system. See page 10 (14 of the PDF) for details.
Verify that your TV input is set to whatever connection is used for the receiver box. If it is the cable/antenna input, make sure the TV channel is set to the receiver's output channel (usually 3 or 4).
It's possible the remote control's channel buttons are worn out, but usually one button will go flaky before the other (multiple presses required to go up channel or down channel; they would not both quit abruptly. It's even more unlikely that all of the number buttons would simultaneously fail while leaving volume and power buttons intact. They aren't organized that way inside the control. I'd sooner expect a problem with the receiver - maybe its remote pickup window is dirty. (If there is a smoker in the house, lightly dampen a tissue or cotton swab with soapy water and gently wipe off the window. Repeat until there is no tar visible on the window.).
To see if the problem is with your remote control, go to the receiver and use the channel up/down buttons on the receiver itself. If you can change your channels with the buttons on the receiver, the batteries in your remote control probably need to be changed.
If you can't change channels from the receiver, turn off the receiver. Then unplug it for at least 15 seconds. Plug the receiver back it and turn it on. Again, try changing channels from the receiver itself.
Tune to a channel, and while programming is playing, try tuning to the missing channel by entering the channel number on the remote control keypad to see if channels change. Do not try to select the channel from a channel list, program guide, or favorites list.
If this approach takes you to the correct channel, you need to adjust your favorites list function. Press the "guide" button on your remote. Look for a button on your remote called "fav" or "list." Press it several times and watch for an indication at the top of the guide that you are moving from "all channels" to a particular favorites list.
If you are locked on one channel only, your Channel Lock feature is likely active. Consult your owner's manual to unlock the rest of your channels. See your owner's manual for information on managing favorite channel lists and locking out channels. Enter your password, if necessary.

The Visar has a channel lock feature. If you hold down the two channel buttons at the same time, it will do one of two things depending on the settings. Either the channel will lock, or the channel numbers in the LCD will flip. If you press the channel button and the "popples" "pop" (for lack of a better word) then the channel selection buttons re most likely OK. To fix it you just press both channel buttons at the same time for about 5 seconds. It will beep and you should be able to change the channels. If not, then it needs to be repaired.
If you can change channels with remote then TV is OK because it has only one infra red receiver (remote receiver) to catch remote signals. So TV remote seems bad as it works on channel buttons only. Here is an easy test for remote, watch remote front through any digital camera or even cellular phone camera will work and press channel button on remote, you will see blinking LED at front of remote while watching it through camera. Now press other buttons of remote and I'm sure that LED wont blink.

while turning radio on.

Either the channel up and down buttons have both broken (unlikely) or everything else is working except the remote is not telling the device you are controlling to change the channel up or down.
Since all the other buttons are working well, that also requires that the receiving end of the pair to be working well, thus ruling out problems on that end.
Solution: Reprogram your remote to support the appropriate channel up/down codes for your TV/Tuner in question.
