Not sure what your cable box outputs but connect your cable box to a tv and try changing the resolution of your cable box to 1600x900 or less if there is such a setting; the monitor will not display resolutions higher than 1600x900
Your graphics card may not be able to display this screen resolution. Open Control Panel - Display - Settings tab and move the slider on the Screen resolution - to get as close to 1800 X 900 then click apply.
1600X900 is a higher resolution than that of 1280X1024. Therefore 1600X900 is a better resolution. If you would like to run at the lower resolution simply right click your desktop screen and click properties. Then on the settings tab use the slider bar to adjust the resolution. Lower to the left and higher to the right. If the desired resolution is unavailable then you could try downloading and installing the latest drivers for your graphics card installed in your computer.
Your card will either be AMD/ATI Radeon or Nvidia. You will need the model number of the graphics card, the latest drivers may increase resolution support for your card.
Also look on the bottom right hand side of your screen for an Nvidia Control Panel logo in green. Right click it and select the option to "change screen resolution" This may provide you with additional resolution options.
To adjust the resolution of your screen right click on the wallpaper or your screen choose Win7 - properties/personalize - choose display (win7) - adjust resolution (win7)

the monitor bestbuy sold you is 2009 very old monitor or you forgot to read the words "refurbished" means dust off re-sale.. it is junk, it has CCFL backlamps that are no good now. that monitor did work at 60/75 for years, but not now. and is unrelated to the real problem CCFL. page 12 in the manual shows CCFL backlamps, most with 9 year of service are now dead. most are. unless parked on shelf for 5 or more years.
First make sure you have , 1 : your Graphics card driver installed , 2 : you have your screen Driver installed, aswell as i know some smaller screens cannot go higher then 1440x900.. Hope this helped Thanks
This could be a simple resolution problem. By that I mean that the resolution is set too low, therefore putting things off screen. Here's how you change the resolution:
Windows XP
Right click the Desktop and select Properties. Click the tab all the way on the right that says settings, and drag the slider to your native resolution of 1600x900
Windows Vista
Click Start, Control Panel, Appearance and Personalization, Personalization, Display Settings and drag the slider to 1600x900
Windows 7
Simply right click the desktop, select Screen resolution and pick 1600x900
If you do not have a resolution problem, then it's most likely the monitor itself. Most often times you can fix it one of two ways:
1. Some monitors have a button that says "Auto" which will auto adjust your monitor. If you have one, try it.
2. If that didn't work or you don't have one, go through the monitor's OSD (on screen display) and work through the settings so that you can manually adjust it and set it to your taste.
Your screen's ratio is oriented to playing wide screen formatted movies. Set your screen resolution to a ratio that's more or less 2 to 1 and you'll have a more realistic depiction of people on photos.
