I get a flashing lock symbol on my keyboard apon turning my laptop on? The lock has a number 9 in it. The laptop won't boot up?

HERE is the REAL answer to this question!!
First, Download this document:

Then go to page 52 (Diagnostic Light Codes During POST). It describes in detail all of the possible combinations of lights and their associated failures.
This solution holds true for other models of Vostro as well.
Some of the solutions I found for this are nuts!! It's obvious they will let ANYONE post on here, even if they have no clue what they are talking about!!
Just push "num lock" button :).
This flashing Lock symbol [9] means "Num Lock" is on - numeric keyboard enabled. If you wish turn it on or off just press the <Num lock> key, sometimes you have to use the <FN>+<Num Lock> keys.
Try removing your battery and then putting it back. If that doesn't work, then either your hard drive is bad or maybe even your motherboard is bad. If you can get into your computer's BIOS, check and see if it will allow you to do a system restore from the BIOS page. As stated above, it is probably that your hard drive is bad.

Possible memory issue. Try Reseating your memory card on the system, it would be helpful.

this is old, but in case someone stumbles onto this through google, this is usually a motherboard problem. i have seen this many times (especially in dells). if you press power and the num lock blinks a few times and stops and the pc doesnt boot, then the motherboard is usually bad.
what is this?
