I found out how to fix it!
Uninstall everything that says HP usin the Add/Remove Programs. As part of the uninstall, it asks you to unplug the printer. Leave it unplugged.
Reboot in safe mode to stop HP trying to load files.
Delete the folder C:\program files\HP
Install from the original CD
Plug in the USB for the scanner only when the installation program tells you to.

My scanner will not work when I push the scanner button. It will, however, work when I have to replace a cartridge and am asked to scan a sample page. I would appreciate any advice concerning this problem.

printer drivers installation of hp laserjet 1350
Already did the uninstall/reinstall before coming here, the update from HP would not install as apparently "I did not need it" The problem is that I installed IE7 which the software cannot handle, and the "Update" doesn't think there is a problem.
