Since you have not specified the size of the litter... and we do not have a conversion possible from a litter to a liter, it not possible to provide an accurate answer based on your question. But to hypothesize on the litter in question, lets assume the litter holds 1 person of average size. Now lets assume the litter fits the individual rather snug. That way we really only have to determine the amount of volume the body itself is using. And lets assume the body, average in all aspects, boring really... fills the same space as 95 liters. So we can now assume the litter will only hold 95 liters. So now we take the 95 liters of the litter and fit that into the tank of the tank of the car and off we go! So now we travel 196 kilometers and use up 16.33 liters of the litter's worth of gasoline. So now we work the magic calculator to determine how much of the litter's worth of gas was used which is bearly over 17% of 1 litter. Of course this is all hypothetical, but then so is the litter. Now if the littler is actually litter as in refuse, debris, discarded without thought or concern for ecology, then we have a different situation , becasue the vehicle must be more economical, since it is burning litter AND gasoline. So if the litter being used in really trashy, then that would explain the poor performance at only 12 kilometers per litter, unless its really small litter, like discarded cotton balls.

(196 km traveled) / (12 km travel per L) = 196 / 12 = 16.3 L

Depends on the material that you will fill that space with.
The weight of the material can vary so no answer until that weight is known. You would need at least a 1 cubic inch sample weight.
