Hi,
Initially, pls verify that the hard disk and the CD/DVD drive are auto/manually detected in the BIOS/CMOS. Should both be detected, set CMOS/BIOS to boot from CD initially when performing the recovery. Soon as recovery is over, change the setting int eh CMOS/BIOS to instruct it to boot from the HD.
Hope this be of initial help/idea. Pls post back how things turned up or should you need additional information.

Check the bios settings, in boot settings you must set CD unit as first boot device, then you start PC with recovery disk 1 inside.
Try accessing the bios settings screen first.
You get bios setting screen by pressing a key on startup, usually del key, or f1 or f2 or f10 f11 key, depending on the model.
The key must be pressed some time before windows logo comes up.
Once you get bios, go to the boot options settings, and set CD as boot device.
Restart the computer with recovery CD inside and follow instructions to do complete recovery.
If the recovery start , but you cannot perform a complete recovery, check if recovery disk is scratched, if disk is OK, that usually means that the hard drive is faulty and need to be replaced.
