If the Toshiba satellite uses the Phoenix BIOS, then the 1-3-3-1 beep code indicates a memory problem. The specific problem the BIOS saw on the self-test is 28 Autosize DRAM.
It could be a problem with the CMOS battery. You can try replacing this coin battery. You can also try resetting the CMOS. For some computers, you can do this by removing the battery for 20-30 minutes. Other computers will have a CMOS jumper that you can use to reset the machine. I'd need the model number to check the CMOS reset.
More likely one or more of your RAM is incompatible or damaged or the motherboard RAM slots are damaged. If you have two memory sticks, then if they aren't the same speed or type, this error can occur. Remove the RAM and test one stick at a time. If you recently added memory or otherwise upgraded your RAM, test the old memory and the new separately.
Sometimes, you can accidently get the wrong memory. Some computers can only support RAM with memory modules on one side of the memory stick. Newer memory often has memory modules on both sides. (This applies only if you recently upgraded the memory. You should use a memory configuration tool to check the supported memory for your machine. Each memory manufacturer has one for their memory.)
If this error occurs with the original memory or each memory stick separately, you will need to test the memory in another computer or get new memory to test in your Toshiba. That will determine if the memory was bad or if the motherboard is damaged.

I have that problem.When I start up the computer in works for coupe of secound and it shut down.Then again it start up and I hear the beep code 1-3-3-1.Before that problem computer worked just fine.Than I replaced the CPU with another to try upgrade it up but than the beep code come.
Here is what I tried:
1)I put back in original CPU(that I have before this happend).

Check if you bumped the memory when you replaced the CPU. Unlock the clips, remove the memory and then reinsert. Next reset the CMOS (remove the battery or replace it with a 30 second pause) or use the CMOS reset jumper if there is one on the motherboard.
Finally if you have more than one memory module, reseat them one at a time in different slots. Unfortunately, if this doesn't help, you make have caused a static discharge that damaged the memory or the slots when you swapped CPUs.
Again the make and model of the computer and the BIOS manufacturer is helpful for less generic advice. (Make sure that you have good contact between the CPU, thermal paste and heat sink when you try this again.)

If your notebook has a Phoenix bios then the code you are giving is for Autosize RAM.
The first step is to reseat the RAM chips in the computer.
Locate your user’s manual as it will have detailed instructions and pictures for safely removing and replacing RAM chips.
Without the manual:
1. Unplug the computer.
2. Remove the battery.
3. Then located the door to the compartment that houses the RAM chips -- make sure you are thoroughly grounded with a grounding strap before you touch the chips
4. Remove the screw securing the door, remove the door,
5. Remove the chips, you will probably have to use a small screwdriver to move the RAM locking tabs. Pull the RAM chip or chips out taking care not to touch the contact terminals.
6. Inspect the terminals for any corrosion (if you see any take the machine to a Toshiba service center).
7. If the RAM chip(s) is/are clean carefully reinsert it/them
8. Replace the cover
9. Replace the battery
10. Plug in computer
11. Power on
If you still get the beep codes then either your RAM chips have gon bad or they are the worng chip for your machine or your motherboard has gone bad and you will need to take it to a service center.

This still sounds like a memory issues to me. Take out one of the memory sticks, reboot, and see what happens. If this solves the problem, then remove the memory stick and out the other one in. If the problem returns, you may have bad memory. basicallym what you should be checking is each stikc in each slot - to try to determine if the memory is good - if the slot is good - and if the memory is seated properly.
