The blinking power LED Blinking AMBER is an indication that one of the power rails is providing an under voltage. The fact that it is intermittent, or limited to the initial POST is a bit curious.
The general impression is that whatever the failure, after it warms up, it starts functioning normally.
The way I'd trouble shoot it is like this:Start in a condition that I can duplicate the issue, if this is 1st boot of the day only then tomorrow morning. If it will re-occur after the system has been off several hours, then when you can duplicate the issue.
Disconnect all peripheral items except power to the tower. Press the power button see if things have changed. if not press and hold the power button till it powers off, or just turn off power strip (Trying to get 2nd opportunity to TS before self-resolves)
IF it powered on normally, we've isolated issue to a peripheral and it is hide n seek till you figure out which one. If not, open chassis and disconnect power from HDD and see if there is a change. Sometimes Hard drives are slow to spin up and pull too much power at initial power on. Once it is spinning, you can get it up to speed an boot normally. Continue in the vein of troubleshooting see if any item internal, optical Drive, expansion card, Video Card is the issue
If nothing really changes in the troubleshooting process, I'd say the tower power supply is the 1st choice in replacement ($25-40) 2nd item is a power supply fails to resolve is Hard Disk Drive. If issue still persists, then it would most likely be front IO panel or the motherboard.

I understand & I have read that already. The diagnostic lights do not show an issue. Also in the manual it says to check the cords and make sure they are plugged in, which of course they are. It is just odd I push the on button then the button blinks amber for a minute or two and stops and then if I push it again it will start right up. It has been doing this for a few weeks now and I have tried restoring the computer to a different date, I checked all the connections, I resets the deflauts to factory in the bios, i checked for viruses, I checked the diagnostic codes it says everything is fine, I ran a dells diagnostic program it says everything is fine, but that can't be since it has a delayed start up, and blinking amber. I am at a loss.
