Go to your management software inside the access point. Default IP address is 192.168.0.50. If you changed it, go to that address with a browser. Default login with "Admin" without a password. If you set up a different administrator id and password then login with those credentials.
Go to the "Advanced" tab. The setting on the MAC address settings are important here. Hopefully you know how to get the MAC address of the phone. I don' have the same phone so I can't tell you how to get it. Ensure that you have entered in the phone's MAC address and any other devices that you connect wirelessly to. If you have registered the MAC address under the second radio button or you have the first radio button clicked, you have a WEP or other password issue. Many public access point don't filter any MAC address and don't require passwords. When setting up at home, you do have to at least these up.

With a browser to tohttp://192.168.0.50. The management software of the router will present a login screen. "Admin" is the usual login ID and no password. This is the first thing that you should change otherwise people will hack into your router. If you live in a condo, odds are someone has already done that, hopefully no one has changed your password. If someone did, check the manual to set back to factory settings, then change the password. Once past the login, you will be presented with the management screen in your browser. After you have got the WEP or WEP2 password, write it down. A WEP2 password will be rather long, but it is the most secure method. Then when you make any changes, the router will reboot with the new settings. You might have to wait a while when it does this. You will need to use the WEP or WEP2 password for every device you wish to connect wirelessly via. I do suggest that you put on MAC address filtering as listed in my answer. This helps you control what can and cannot connect to your router. This is one way to have a "private" network and one for the family if that is your intention. Then you could only allow your devices on your private network and let the other one free from MAC address filtering. Bear in mind that some devices it's difficult to get its MAC address (like a Nintendo DS - where you need a WiFi game to get to the settings) and some devices like an iPod Touch or iPhone, it will be under "Wi-Fi Address". So look around for something with a string of hexadecimal characters in pairs separated by "." or "-" or sometimes spaces. This is your MAC address and is unique globally, and different manufacturers have different ranges so there is no coincidence of the MAC address. (Ok, if someone really wants into your network, they could spoof a MAC address, but they still would have a hard time getting past a WEP2 password.)
when i type it in the web browser it say that the connection has timed out . taking to long to conect to server ... thats on firefox and on explorer it says cannot display the webpage
Are you connecting via ethernet cable? Seems like you are trying wireless. The security settings (like MAC address filtering, WEP/WEP2), except for the admin password, are not used when you use an ethernet cable directly connected.
If you are connected directly via ethernet cable, you need to reset the router back to factory settings. Check the manual, there should be some button you have to press to reset it. Please make sure that the computer has no other network connection wired or wireless. Is there a way for you to determine that you are using DHCP on your computer? If you are using a hard IP address, then you need to be on the same "net" as the router. Your IP address should be in the range of 192.168.0.x where x is a value between 51 and 254 with a netmask of 255.255.255.0. If you don't know how to set it, please ensure you DHCP set.
If you don't know where to check to see that DHCP is set. I need to know which operating system you are using. e.g. Windows 7, Windows XP, Mac OS X Lion, etc.
The browser type doesn't matter. D-Link is a well known, respected brand and they don't use any browser specific HTML. Firefox should be fine.
