Re: battery is low
It should take as long as it would if it were plugged into the wall. The power draw should be the same. Although you should make sure your car battery is up to it.

Just as your information says ask for a 12 volt 700 ma charger..but seeing that yours is a 450 amp jumper..any 12 volt that fits your ac input will do the job...one more thing if you do not have a charger..just connect it to your battery and run the engine for 20 min or so it will recharge the car battery and you jumper..also you can get a lighter wire with two lighter plugs and charge it through you lighter..good luck
Make sure the car charger and adapter is working (has power), is the Green light on? If not, use a 12 volt test light available from any auto parts store for about $4.00 and check to see that the lighter outlet is hot, the light should light up when you probe the centwer of the lighter socket. If the lighter is ok then replace the car charger for the GPS about $50.00 from Ebay.

To avoid an eventual loss of power while you are driving and the subsequent unsafe fumbling with the machine, you can plug the TT in the cigarette lighter during your ride. This will supply power to the GPS and recharge the battery. Alternatively, before going on a trip plug the TT in a USB port of a computer and it will recharge the battery. With a fully charged battery and the car power adapter/battery charger you will not run out of power.
more than that! keeping it plugged into the car is damaging the SIIRF chip and battery when you start the motor. Also the unit needs to be charged properly before use in an AC charger or vIA USB The DC in the car will not fully charge the unit. In fact it also leaks power back to the battery of the car when you turn ignition off, so dropping the volatage and amps of the battery in the GPS. ALWAYS UNPLUG BEFORE STARTING ENGINE
Always charge/recharge it prior to use in a AC or USB environment
Battery life is average 2 years unless used like you say you have. Then 3-6 months might see it collapse!
Just use your USB cable that came with it to connect it to your computer. It will charge just fine. You can also use a cell phone charger that has a USB connector. A lot of cell phones use this type of charger now and the charge will work fine with the GPS>
"unit turns on and off with the ignition switch, sometimes."
There is something wrong with your power cord or the connection to the cigarette lighter. Your unit should turn on and off with the ignition switch. If the unit is on and doesn't turn off with the ignition switch then your unit is running on battery. If your unit doesn't turn on with the ignition switch then the unit is not getting power from the cigarette lighter.
I talked to TomTom support about recharging. They say that the unit uses more power than it gets, but if you turn the power off while the car is running, it will recharge.
