Can not install Root Certificate

When I attempt to install root certificate (.cer file) the device reports error "Security permission was insufficient to update your device." With out this I am unable to you activesync and sync with our exchange server, which makes the device redundant!

Phones with win 2003 suppor digital certificates in DER format. If you have a PKCS12 certificate you will need to use a special program to import the personal and root certificates.you have to use a utility like P12imprt/Crtimprt/Enroll to install the certificate, run the program and follow the instructions to install the certificate.
