Spectrum offers voice over internet calls although they may also offer mobile phone plans. This is about having them repair your Voice over internet connection which may be using something like a VTech phone plugged into your modem router.
The fix may be for the spectrum agent to take out all your settings and to reapply them. You will have to wait a half hour after that before calling. But to get to that point, they will first try to get you to submit 3 calls, the times of the calls, the error messages of the failures, your type of phone, a call back number, and the pin number of your account. The calls must be 5 minutes apart. If one goes through, they won't help you. If all three fail, they may reboot your modem and your phone is momentarily disconnected. If you still can't make the international call, pmaking it with Skype or an app. If that succeeds, tell the tech. That eliminates they saying the party has a bad SIM card, a bad phone, or is blocking you. At this point, they may apply the fix I mentioned at the beginning.
Note they will not take a "ticket" if you do not make those 3 calls. A ticket is a repair notice they forward to their "lead." But a ticket may not be necessary if you can get them to take out your settings and reapply them, as mentioned above. That must be like re-establishing your account rather than just resetting your modem. It affects how calls are routed.
