Is it a text or an image or...?
If its just a jpeg you are putting through indesign, test its 100% K value using the dropper tool and hovering over the image.
If its text, or indesign generated,make sure the fill you use is 100% black, not 50% blue, 50% black which is often the default. Again, check the final using the dropper before you export the pdf.
I'm not sure exactly what your application is, but often for screenprinting, people duplicate the image....so for instance two acetates of the same image one on top of the other to maximise the density....a friend of a friend apparently even uses 4 acetates layered up to be absolutely certain.

If you go to an auto store , you can purchase a cheap anti-freeze tester ($2-$3). Basically it is a large eye-dropper with different colored balls in side of it. When you fill the eye-dropper with anti-freeze the balls will float or sink. You count the floating balls. The chart printed on the glass eye-dropper/tube will tell you how cold you can safely operate your vehicle depending on the number of floaters.

you have to use your left mouse button to click on the eye dropper tool in your toolbox, and a small menu will appear and allow you to select the ruler.

If you have Photoshop: Layer>New adjustment Layer>Levels Use the middle eyedropper tool and click on something in your photo that should be gray/dark gray. Or: Use the white eyedropper (far right eye dropper) and click on something in the photo that you know is (or should be) white. You can try the gray first, then the white.
