There is no power to
Try unplugging the transformer for 5 minutes,then plugging back in.Do not just turn off power.Sometimes transformers will lock up and need to be reset.If this does not solve it,please do not approve/disapprove this yet as it will cut off our link,unless your problem is solved 100%.If you have any questions or need more help,just comment here and I will get an autolink to your post and reply ASAP.Good luck,Greg

The magnet may not have enough punch using track power. Recommend you use an aux power source fixed 10 to 13VAC supply and not track power. There may also be a slight + difference between the track magnet head and the plate on the coal car so that there is insufficient force to release the dump mechanism.
Lionel 313 bascule bridge
It sounds like the counterbalance spring is loose or disconnected. I would rather add weight to the counterweight box to take some load off of the motor...Use fishing sinkers, one or two rolls of pennies or equivalent. Also do not overtighten the spring you will warp the base of the bridge.
