Tail rotar
Yes - it matters for any heli.
The main rotor creates drag which makes the heli want to spin - the tail rotor pulls the heli in the opposite direction to compensate and keep it steady.
Look at the angle of the main rotor in regard to the direction it turns - you'll see how it 'pulls' upward. The tail rotor will need to 'pull' sideways, according to whichever direction the tail rotor is spinning.
I'm assuming you're reattaching a tail rotor or rewiring a motor?
Installation problem
...looks like the cd program is not compatible with 64bit that windows vista use....or not compatible with the partition you have on the hard disk...(NTFS partition) try to install the program in the hard disk that formated with FAT32.....on other computer offcourse

Other hydraulic functions work so it won't be a lack of pressure - likely to be a control issue though not necessarily a lack of supply through the valve.
If the tilt ram is a single double-action type of ram one side must be exhausted in order to move when pressure is applied to the other end.
If the oil can't be exhausted from the lazy end it won't matter how much pressure is applied to the other end.
